Part of my initial check before posting here was to download files from other sources. MEGA limited my downloads for some reason via IP and if affected downloads via JD but downloading via browser(Chrome with MEGA extension) was able to bypass that limited downloading. My conclusion, it seems that I have downloaded too much for the past few hours / days. Now everything seems to be working fine again.

When I turned it back on my IP was changed already. I was able to download at max speed via JD
